Klaviyo lists vs segments comes down to one difference: a list is a fixed group of profiles that people join or you add them to, while a segment is a group defined by conditions that Klaviyo recalculates as behaviour changes. Get that split right and the rest of your email marketing programme gets simpler, because lists record how people joined and segments decide who should hear what.

The part most South African stores miss is consent. Klaviyo's documentation says segments pull from all profiles in the account, including people who have not opted in to marketing emails, so a segment on its own is not a permission check. This post explains the difference between Klaviyo lists and segments with a job-by-job decision table, a consent test for every segment and a structure that stays manageable as the account grows. For the strategy behind the groups themselves, see our guide to email segmentation in South Africa.

Quick Answer

In Klaviyo, use a list to collect and hold the people who joined, and use a segment to target a slice of the account based on what people do or are. A list is a consent record only if the way people joined was consent-based. Klaviyo lists vs segments is a static-versus-dynamic choice: you cannot add people to a segment by form, import or hand, and you cannot make a list update itself. Klaviyo's own best practice is one main list per channel for consented profiles, with segments doing the targeting on top.

Klaviyo Lists vs Segments: What Each One Is

A Klaviyo list is a static container of profiles, and a Klaviyo segment is a dynamic group defined by a set of conditions. Klaviyo's help centre says lists are "static, meaning their membership is not determined by a set of conditions", while segments "grow and shrink based on customer behavior".

Klaviyo lists and segments both point at the same underlying records. Klaviyo keeps one profile per person, and its profiles documentation says someone who belongs to three lists does not exist three times in the account. A list is therefore a label on a profile, and a segment is a rule that selects profiles. That is why you can build as many segments as you like without duplicating a single contact.

Lists and segments in one paragraph

Klaviyo lists vs segments reduces to this: a list is who joined, and a segment is who currently matches a rule. Lists are filled by forms, imports and manual adds and stay as they are. Segments cannot be filled by hand, refresh as behaviour changes and still include people who never opted in unless you add a consent condition.

Which One Do You Use for Which Job?

Collection jobs belong to lists and targeting jobs belong to segments, and the table below settles Klaviyo segments and lists for the common jobs in an SA ecommerce or lead-generation account. It reflects how Klaviyo's documentation describes each feature; the final column is the judgement call.

Run a flow when someone enters a defined groupSegment triggerNew segment-triggered flows default to no re-entry, so profiles enter once unless you change the re-entry criteriaOne-time journeys by default

The last row has a consequence worth planning for. If you want a win-back message each time a customer lapses, the default of one entry per profile will not do it. Klaviyo says you can change the re-entry criteria so profiles enter again when they leave and rejoin the segment, so set that deliberately. Klaviyo's segments article draws the related distinction that a metric-triggered flow starts when the selected event occurs, and that a condition such as "Placed Order zero times" does not itself trigger that flow. Decide whether the trigger is an event or a state before you build.

A segment selects profiles by behaviour or attributes, not by permission, so every segment you send to needs an explicit consent condition. Klaviyo states that segments pull from all profiles in your account based on the conditions you establish, including people who have not opted in to marketing emails. Its profiles article adds that a profile can have consent and still be suppressed.

The double opt-in page shows how that happens in practice. If someone submits a sign-up form set to double opt-in, Klaviyo says a profile can exist before they confirm, and that having a profile does not mean they have joined the list or confirmed marketing consent. That unconfirmed person can still match a segment that says "viewed product" or "started checkout".

The POPIA reason this matters

Under POPIA section 69, direct electronic marketing such as email generally needs consent, with an exception for existing customers where the s69(3) requirements are met. The Information Regulator's Guidance Note on Direct Marketing (December 2024) states that legitimate interest cannot replace consent for electronic direct marketing, although it can apply to non-electronic marketing. The guidance does not address business email addresses separately, so do not assume a B2B exemption. Section 69 also requires every message to name the sender and give an opt-out address.

A segment that matches on behaviour alone can pull in profiles that fall into neither category. The fix is a consent condition on the segment itself, and a sender name and opt-out link in the email template.

Klaviyo's recommended fix for email segments is to add the condition "If someone can or cannot receive marketing", set to can receive email marketing, and combine it with your other conditions using AND. The AND operator makes a segment more exclusive, which is exactly what you want here.

Behaviour only: "Added to cart in the last period AND has not placed an order". This segment includes anyone Klaviyo has a profile for, including a checkout visitor who never opted in to marketing.

Behaviour plus consent: "Can receive email marketing AND added to cart in the last period AND has not placed an order". The consent condition is joined with AND, so the segment only returns profiles that can receive email marketing.

Whether a given profile can lawfully receive a given message depends on how you collected the address and what you said at the time, which is a question for your own legal adviser. Our email marketing compliance guide covers the consent mechanics, and email suppression lists explains the suppression side.

Segment consent in one paragraph

Klaviyo segments draw from every profile in the account, including people who never opted in. Add "can receive email marketing" joined by AND to every segment you send to, and treat the consent test as part of building the segment, not a later check.

How Should a South African Store Structure Its Audiences?

Klaviyo segments vs lists is not an either-or choice in a healthy account, and the simplest durable structure is one main email list of consented profiles with every targeting rule held in segments. That mirrors Klaviyo's own best practice of a single main list per channel containing all active profiles who have consented to receive your marketing.

The reason to keep lists few is maintenance. Each extra list is a place where a person's consent can drift out of step with the others, and a segment can do the same targeting job without holding anyone in a separate container. How you collect the addresses carries more weight than how you file them, and our guide to building an email list in South Africa covers that.

A second list is justified when people opt in on a different promise. As a practitioner view, not Klaviyo guidance: a back-in-stock waitlist and a monthly newsletter are two separate yeses, and keeping them as two lists preserves which one each person gave. Segments then slice within each list.

Worked setup: a hypothetical Shopify store

This is a planning example with no results attached. The store keeps one list, "Newsletter subscribers", fed by its pop-up and checkout opt-in. On top it builds segments, each with the consent condition added by AND:

Repeat buyers: consent AND placed an order more than once. Lapsed buyers: consent AND placed an order, but not recently. Browsers who never bought: consent AND viewed products AND placed an order zero times. Disengaged: consent AND on the list a long time AND no opens or clicks, then excluded from regular campaigns.

Nobody is added to a segment by hand, so the groups stay current as customers buy or go quiet, and one person can sit in several of them without being counted twice.

The same logic carries into automation. Klaviyo says confirmed subscribers get queued for a welcome series, and later journeys can start from segments or events. Our guide to email marketing automation in South Africa sets out how those triggers fit into a full set of flows, and the ecommerce email marketing strategy post shows where each fits in a store's calendar.

Do Lists and Segments Change What You Pay?

Klaviyo charges by active profiles, so cost depends on how many emailable profiles you hold. The pages reviewed do not say whether lists or segments affect cost; because a segment selects profiles that already exist, our inference is that the count of emailable profiles is the lever, but confirm that with Klaviyo. The Klaviyo pricing page says it charges based on active profiles, meaning contacts who may receive marketing emails, and its billing help article defines an active profile as any profile, regardless of consent status, that can be emailed.

Two things follow for an SA operator.

First, that definition counts people who never opted in, so unconsented profiles can raise your bill as well as your compliance exposure. Second, the pricing page shows USD as its currency option, so for a business earning in rand the cost of the same profile count moves with the exchange rate. Klaviyo says suppressed profiles remain in the account for reporting but are not included in the active email profile count once suppression is processed, which makes list hygiene a cost decision too.

Limits are unlikely to shape a typical build. Klaviyo's documented defaults are up to 1,000 lists, up to 1,000 active segments and up to 100 criteria per segment, and it notes some accounts have different limits because of legacy configurations or approved overrides. The practical constraint is a team's ability to remember what each segment means, not the cap.

Mistakes to Fix First

The most common structural mistakes are creating a list where a segment would do, sending to a segment without a consent condition and expecting a segment to behave like a list. Each one has a check that tells you whether it applies.

A list for every campaign idea. "Black Friday buyers", "Winter sale" and "VIPs" built as lists must be maintained by hand or import. If the membership rule can be written as a condition, make it a segment.

Expecting to add someone to a segment. Klaviyo says you cannot manually add profiles to a segment, import into it or use a sign-up form to add subscribers to it. If you need a fixed group, take a list snapshot of the segment.

Assuming a flow filter replaces a consent check. A flow or segment built on behaviour can still reach profiles who have not opted in. Check the consent condition on each one, and check suppression status in the profile itself.

Why South African Businesses Choose Growth Pulse Media

Growth Pulse Media is a Johannesburg agency founded by Dirk van Greuning, who built and scaled a large South African ecommerce business before founding it. We are a Registered Shopify Partner and an Omnisend Certified Partner, all work is executed in-house, and we keep a limited client load so each account gets senior attention.

Audience structure sits underneath every flow and campaign we review, and the Klaviyo lists vs segments logic in this post (collect in one place, target in another) is a question every email platform puts to you. You can see how that fits into a wider build on our email marketing service page, and a free audit through our contact page is one way to check whether your groups, consent logic and triggers hold together.

Who This Is NOT For

This post is not the right fit for three kinds of reader, and each is better served elsewhere.

Teams looking for a Klaviyo implementation partner. This post is a read of Klaviyo's published documentation. Our listed partner credentials are Shopify and Omnisend, so check a partner's Klaviyo credentials before you hire for a Klaviyo build.

Anyone hoping a segment will settle a legal question. A consent condition narrows who a segment returns, but it does not decide whether your collection method met POPIA. Take that to your legal adviser.

Very small lists wanting an elaborate setup. With a small list, one list and a handful of segments will usually cover it. Build more structure when there is a real targeting decision behind it.

Frequently Asked Questions

These are the questions South African operators most often ask when choosing between lists and segments in Klaviyo.

What is the difference between a list and a segment in Klaviyo?

A list is a static group of profiles that people join through forms, imports or manual adds. A segment is a dynamic group defined by conditions, and it grows and shrinks as profiles meet or stop meeting them.

Can you add people to a segment in Klaviyo?

No. Klaviyo says you cannot manually add profiles to a segment, import profiles into it or use a sign-up form to add subscribers to it. Membership comes only from the conditions, so use a list when you need to add people directly.

Should you send campaigns to a list or a segment?

Send to a segment when the message suits only part of your audience, and to the main list when it suits everyone. If you send to a segment, include the "can receive email marketing" condition, because segments can include profiles that have not opted in.

Do segments count towards Klaviyo billing?

Klaviyo's pricing page says it charges on active profiles, which are contacts who may receive marketing emails. Its billing article defines an active profile as any emailable profile regardless of consent status, so cost is tied to who can be emailed. The pages reviewed do not say whether lists or segments change the bill, and since a segment only selects existing profiles, our inference is that they do not add to the count.

How many lists and segments can a Klaviyo account have?

Klaviyo's documented defaults are up to 1,000 lists, up to 1,000 active segments and up to 100 criteria per segment. Some accounts have different limits because of legacy configurations or approved overrides.
